Norges Bank decided in autumn 2025 to introduce central bank certificates as a new liquidity management instrument. The certificate program will start on 5 May 2026. New webpages for central bank certificates are now available. These provide information on the auction calendar, auction results and lending terms. The auction calendar has now been updated to include the ISIN for each auction.

Auction details
Central bank certificates are sold through the following appointed primary dealers. Simultaneous auctions are held in two ISINs every Tuesday. The bidding deadline is 11.00 a.m. and the auction results will be published at 11.10 a.m. The first auction is Tuesday 5 May 2026.
Liquidity forecast including certificates
The forecast for banks' liquidity has been updated with a new series for structural liquidity, including central bank certificates. The level of the new forecast series assumes full allotment in the auctions according to the auction calendar.
Central bank certificates approved as collateral for loans
Central bank certificates are approved as collateral for loans from Norges Bank. There is no reduction in market value and there are no restrictions on pledging as a share of the outstanding volume per ISIN. See circular 2/2026 for more information.
