Who operates the Pension Fund?
The Ministry of Finance has delegated the operational management of the Government Pension Fund Global to Norges Bank Investment Management. NBIM is a separate part of the Norwegian central bank (Norges Bank).

Who decides which companies that are excluded from the investment universe?
The Ministry of Finance excludes companies based on recommendations from the
Council on Ethics
for the Fund. NBIM adapts to the guidelines laid down by the Ministry.
What strategy does the Pension Fund follow?
The management strategy is laid down by the Norwegian Ministry of Finance. The Fund shall be managed in a prudent manner, with the objective of a high return for moderate risk, thereby helping to safeguard the basis for future welfare, including pensions.

Where is the Pension Fund allowed to invest?
This question is regulated by
Section 6 of the Regulation on the Management of the Government Petroleum Fund.
At present the Pension Fund is authorised to invest in all countries except from Burma. Prior to investments in new countries, a thorough approval process must be completed.
Can the Pension Fund invest in Norwegian equities?
No, pursuant to
Section 2 of the Regulation on the Management of the Government Petroleum Fund
, the Fund shall be invested in financial instruments denominated in foreign currencies. Section 6 stipulates the countries in which the capital in the Fund may be invested.
Does the Pension Fund invest in private equities?
No, the Fund invests only in listed equity instruments.
Does the Pension Fund invest in hedge funds?
Hedge funds is not defined as an asset class and is only applied to a minor extent.
Does the Pension Fund invest in real estate?
2008: Plan to invest over time up to 5% in
real estate
